They stay in the lane, always waiting for proper written permission from the lane-change fairy to change lanes... which... always never comes ... or at least in a timely fashion. When they come to the end of the lane and no such written permission arrives, these courteous, patient and polite drivers throw caution to the wind and they must inelegantly change lanes.
