yes. the Afghanis. Terrific example.
Quote:First, according to international law as codified in the UN Charter, disputes are to be brought to the UN Security Council, which alone may authorize the use of force. Without this authorization, any military activity against another country is illegal.
Second, there are two exceptions: One is that, if your nation has been subjected to an armed attack by another nation, you may respond militarily in self-defense. This condition was not fulfilled by the 9/11 attacks, however, because they were not carried out by another nation: Afghanistan did not attack the United States. Indeed, the 19 men charged with the crime were not Afghans.
I think Afghanistan / Afghanis are right to hold a grudge against America - or as you have suggested - to retaliate. Afghanistan was attacked by America without cause.
I'm astounded that I even have to go through this, but on September 11, 2001, Osama bin Laden's agents attacked the US and murdered about 3,000 people in our cities. We knew that he was being given sanctuary and support by the Taliban in Afghanistan. We asked numerous times for them to extradite him to stand trial for the murder of thousands of our citizens and they said no. That seems kind of like cause to me. Virtually no one in the world believes that when someone attacks you in your cities and kills thousands of your citizens that you don't have the right to retaliate.
