May meet is equivalent to may not meet. So we are getting further and further from proving Hillary violated the US Code. Now you are introducing regulations that give an argument that they were not records which is one of your linchpins in your convoluted argument.
But if you want to argue that if she violated a regulation it means she may have committed a crime then you also have to admit if she followed a regulation then it would be evidence she didn't commit it.
