For news articles I normally placed the links to the informations at the top of the quoted materials and sometime I do so for famous quotes however such quotes such as Kipling quotes or US founding fathers quotes can be found all over the internet with a simple google search for them so I do not always give a link to them as it is not hard to check them out.
If you mean the oath of US citizenship it can be found with a google search that will refer you to US government sites once more it is so out there I did not think it was needed to give a link at the time.
