We have had several days of heavy rain followed by, today, high wind. That combination caused trees to fall across power lines and streets. We lost power at work today and my commute home was detoured.
At one intersection, some "civilians" had parked their vehicles across the west-bound lanes and were directing drivers to either turn around or take a right turn to the north because of a wire lying across the road.
I happened to have the window on the van open. The lady in the car next to me became outraged that someone other than a police officer or fireman could have the authority to keep her from going west. Figure that.

so far it seems to be working. as of today the storm/typhoon is expected to pass to the south of guam. some wind and rain is expected but no full blown typhoon. of course that situation may change (hopefully not).
