The Scots themselves dont wear kilts as a rule, on a daily basis, so why should an Englishman by birth, who has been crowned Prince of WALES, with a strong German connection to his immediate ancestry, dress up as a stereotypical Scotsman? Purely to endear and ingratiate himself with the public.
I dont see Scottish "royalty" (Sean Connery and Alex Salmond) wearing an England Football shirt when visiting London. Nor should they.
Purely a gimmick, to my mind.
Have you considered that he may just like wearing skirts in public?

The kilt thing doesn't seem too odd to me, as the fellas I know who wear them for piping say they'd prefer to wear them all the time (and do seem to try to find occasions where they'd be appropriate).

Marie Antoinette liked to dress up as a shepherdess, and Queen Victoria (or I believe it was Prince Albert, first) took a fancy to Scotland and started a trend among the royals. Where's the harm in that?

I believe at one point in time clan tartans (and therefore clan kilts) were banned in Scotland because the Powers that Be in London felt that clan identification fomented UnEnglish dissent.
