Many years ago when I used to travel to the UK quite regularly, I waited in line for over three hours to listen to Parliament. The topic was whether the UK should consider nuclear power. We were toured privately by the assistant of a MP (I'd attented party meetings in his constituency, he's an acquaintance of friends). This young lady wasn't allowed to make any further statements or explanations about the interior etc of both Houses, since this can only be done by officual tour guides. (She did, when they were out of sight).
She wasn't allowed - as assistant to the MP - to give us a tour through the Foreign and Commonwealth Office, where her boss was a Minister of State. So he did. after she left us at the security check-in.

The chartered plane is said to have arrived at Berlin Schönefeld airport at about 22:45 local time (20:45 GMT) on Saturday night.

Any word if they were Russian defectors, permanent residents or Russian visitors?

Without more info, we can't know if they're victims like the Skripals or people in on the murder plot who somehow got the stuff on themselves.
