Lastmoderate,
I was not trying to protect Bush at all.
Instead,I was wondering more why the governor of La didnt do her duty and mobilize the NG BEFORE the stprm hit,to help with evacuation or to be ready to go in and help with recovery and maintaining order.

Yes,its true that the army has moved in,and its true that the various NG units have been federalized,but the NG has to be federalized BEFORE the federal govt can use them.
Until that happened,the NG answers to the various state governors,not the DoD.

""We're doing it all," said Lt. Col. Pete Schneider, Louisiana National Guard public affairs officer. "We've mobilized nearly 3,600 National Guard to assist in the hurricane effort."

Thats 3600 out of 8000.
Where are the rest and why arent they mobilized?

They were not under the control of the governor, they were under the control of the army. You best ask the army intelligensia where they were!

Bush himself admitted that the federal response sucked, why can't you accept that?

I've done some more of your research for you. Here is some info on the deployment of Nat Guard Troops. It deals with how many troops are where, and who is directing them.

There are 3000 La NG troops in Iraq,out of 11,500 TOTAL La NG troops.

Now,from your first link we got this
