Oh they know how all right, and the GOP led House of Representatives voted for it several times. Until the 2014 election with Harry Reid as Senate Majority leader legislation passed i the House ( including several Government budget Bills and Obama Care repeal simply was never brought up for debate or vote in the Senate- so much for Democrat-style democracy. Durning the past two years there was no possibility of overturning a Presidential veto.
Now after steady Republican gains in both Houses of Congress in each of the last three elections repealing the ACA will be a very simple process. With the final overturning of this ill-conceived legislation, now a sure thing, Republicans are very wisely considering the most advantageous (for them) process for doing so. My hope is they will wait until the next round of ACA rate changes and the next batch of insurers to drop ourt of the program. At that point the ACA will need a major Federal financial bailout to continue and it will have collapsed entirely on its own "merits".
