There will certainly be a small percentage of police stupid enough to do your version - but that is what it is, a small percentage. It seems big because the
650,000 of officers, each interacting with multiple people per day, 365 days per year - result in
"61.5 million residents had at least one contact with police"...and are shown on 'one' news reel. 61.5 million...and how many do you actually see on TV?
