Regarding the Bill of rights, you got pretty close. What they were was the first Amendments in Constitution. What they didn't do was delineate your rights, what they did do was delineate specific rights the state was not allowed to curtail by state laws. They were used to bind Constitutionality into federal, state and local laws.
