I think I've heard this position before, and I'm still not impressed. I speculate that most of the recipients were state department employees and things haven't always gone well for whistleblowers. So long as the emails didn't clearly threaten national security, I just can't see any of them running to some inspector general with the news that the boss isn't using an approved server. Maybe they should have, but we don't have any excuse for shifting her blame way down the chain of command.
I'm pretty sure that if Colin Powell had run for president, he would have gotten the same scrutiny.
