Clue: "I am ________ and I know many things for I walk by night. I know many strange tales hidden in the hearts of men and women who have stepped into the shadows. Yes, I know the nameless terrors of which they dare not speak."

We are testing our memories of old radio shows from the 30s, 40s, and 50s by quoting from the shows.

New hint: This character narrated a new story with a new cast of characters each episode. I believe Bill Foreman was the actor's name. He would speak directly to the story's central character, as: "Well, Fred. It's up to you now, isn't it? Mrs Maples will be gone and you will have the house all to yourself." It usually involved murder and there would be a twist at the end which would make the murderer get caught. In between segments there would be a trademark sound, made by the narrator, and the same sound would punctuate the "punchline" that closed the episode.

Phoenix has it. The Whistler was the most popular show on the west coast for a period of time. I don't know how it fared elsewhere.
