Here a judge tried to give this man a break, by reducing a previous felony conviction to a misdemeanor, to make it easier for him to get employed, and the man re-offended, this time with a 4 year old.. So much for the success of rehabilitation...Had the mother not interrupted what was going on, who knows what else he might have done to the child.

After his previous child sex abuse charge, Richard Randall seemed to do everything right.

“He falls into the small number of men who come to our agency … hungry for treatment and the support needed in changing their lives,” Randall’s therapist wrote in 1999, before he was sentenced for asking a 9-year-old girl to touch his genitals.

Now Randall is accused of abducting and raping a 4-year-old girl in a Sandy Deseret Industries store.

“For whatever reason, a switch flipped,” said Sgt. Jon Arnold, who is heading the investigation into Tuesday’s rape allegation. “I wish I knew what made these guys tick ... why he chose to be that brazen.”

In jail booking documents, police wrote that the 4-year-old asked to go look at the toys in the store at 727 E. 9400 South, while her mother shopped. Her mother let the girl go to the toy aisle and went to check on her “within a few minutes,” police wrote.

The girl was not there.

After searching the store, asking staff for help and paging the child, the mother knocked on the door of the men’s bathroom and called out the girl’s name.

“Mom! Mom!” the girl yelled from inside the locked bathroom, police wrote.

The mother told the girl to open the door, but the girl replied, “I can’t.” The girl later told police that Randall was on top of her, investigators wrote.

The mother continued pounding on the door until Randall opened it. The mother tried to grab Randall, but he struggled and escaped, running out of the store.

Three men in the store chased Randall and tackled him in the parking lot of a nearby Taco Time, police wrote. He was booked into jail on suspicion of rape of a child, aggravated sexual abuse of a child and aggravated kidnapping.

Randall, 41, of Midvale, has not been charged with a sex crime since he pleaded guilty in 1999 to attempted sexual abuse of the 9-year-old, a 3rd-degree felony that was reduced from his initial charge of 2nd-degree felony sexual abuse of a child.

Court documents indicate he was reported then to be a model recovering offender.

“I was impressed with his apparent honesty, self understanding and motivation for treatment,” Randall’s therapist wrote before his sentencing. “He takes full responsibility not only for his offense, but for the sexual obsession that led to his offense. He is aware of his attraction to children but is ... committed to making the changes that he needs to ... refocus his sexuality upon his adult interests.”

Randall avoided his suspended 5-year prison sentence by serving 90 days in jail without incident, meeting every term of his 3-year probation and completing classes in victim empathy, assault cycle, interpersonal relationships, sex education, “thinking errors” and anger management and assertiveness, his attorney, Mark Moffat wrote.

Randall holds a bachelor’s degree in Spanish and an associate’s degree in business management, Moffat wrote in a 2003 request to reduce Randall’s conviction to a misdemeanor because the felony was deterring employers — a request that prosecutors stipulated and a judge granted.

What's worse than that is the fact that you can't trust the success of rehabilitation. That makes it difficult to try to give these men breaks, or to trust them at all.

Grabbing a child in a store, and taking her into a public bathroom in the store, seems so impulsive and reckless, it's as though he had no self control at all. Thank goodness the mother tried to get into the bathroom, and thank goodness they apprehended him in the parking lot.

This time a judge won't be lenient on him.

It's really not about sex, Arella Mae. A 4 year old is vulnerable and non-threatening. It's about power.

I wonder what the success rate is on rehabilitating pedophiles or rapists? I would imagine it's not very good. The judge needs to throw the book at that jerk!

Police said her three roommates were in separate rooms when an unknown black man entered the victim’s bedroom.

According to reports, the man closed and locked the door behind him and told the victim not to yell or he would kill her.

The victim reported to police that one of her roommates heard noises and called out to her to see if she was OK. The victim said that the man had her constrained and made her tell her roommate she was fine.

The woman said the man sexually assaulted her and left the home around 7 a.m., the same time that one of her roommates reported hearing the front door slam shut.

The victim called police who set a perimeter to try and catch the man but came up with negative results.

After further investigation, detectives discovered a broken lock on a lower front window and believe that is how the man got inside.

Neighbors told Channel 4 Action News reporter Keith Jones that they can’t believe something like this happened.

"It makes me kind of mad that that happened right next door because I was awake when it happened too, it makes me feel like I could have done something,” said Aaron Guy.

The man was described as black with a dark complexion, approximately 5 feet 7 inches tall and with a muscular build. He was wearing a bandana or skull cap and what appeared to be some sort of webbing over his face.

The victim took herself to UPMC Presbyterian to get checked out and was released.

Pittsburgh’s SAFC Unit was conducting the investigation.

The woman walked to her aunt’s house, and after her family called 911 to report the attack, Huffman was among the officers who responded. Prosecutors say he never mentioned he had encountered her earlier.

“That is something out of a horror movie,’’ contended Superior Court Judge Netti Vogel, who said Huffman had tarnished the Police Department and described him as a “wolf in sheep’s clothing.’’

Huffman, who joined the force in 1994 and has been suspended without pay, tearfully apologized in court to the woman, his family, and to the Police Department for what he described as a lapse in judgment.

But he and his lawyer have maintained that no rape occurred and that the woman instead invited him into the substation bathroom and engaged in a consensual sex act with him.

The woman testified at trial that she is a lesbian, is not physically attracted to men, and never consented to sex with Huffman.

The Associated Press generally does not identify victims of sex crimes.

Huffman met the woman outside a Providence nightclub three years ago after she was turned away for being too drunk. Tests revealed she had a blood-alcohol level three times above the legal limit for driving. Huffman was on duty and in a marked cruiser when he invited the woman into the car and told her he would take her home.

“The defendant used his authority as a police officer to lure his victim, a physically helpless woman, into a police cruiser with the pretense of taking her home,’’ Vogel said.

“He never intended to take her home. The substation was the perfect place to commit the perfect crime.’’

Huffman’s lawyer, Robert Caron, said the sentence was excessive and he would appeal.

Police Chief Dean Esserman called the sentence appropriate.

“He does not represent what the Providence Police Department and our officers stand for,’’ Esserman said in a statement.

Besides his prison term, Huffman also faces a 20-year suspended sentence and 20 years of probation. He was ordered to undergo sex offender counseling and to register as a sex offender after he’s released from prison.

Prosecutor Maureen Keough said the woman was too traumatized to appear in court to address Huffman. She said the rape had left the woman, who was 19 at the time, afraid of police.

“What he’s done in injecting this level of mistrust and fear of police officers is devastating,’’ Keough said.

I'm sure it will drive Hawkeye and BillRM nuts to know that someone can be jailed for making rape threats. I applaud this judge for not wanting to take a risk with this man. He was terrorizing those women. His financial problems do not excuse, or even explain, his behavior. He had been arrested twice, years ago, for doing similar things, but he was never charged. It's a shame they didn't stop him earlier.

SAN DIEGO — A San Diego man who called himself a “dangerous sicko” when he wrote threatening letters and placed harassing phone calls to several women, many of them local television reporters, was sentenced Friday to seven years and eight months in prison.

Christopher Hass, 58, pleaded guilty last month to felony and misdemeanor charges, including stalking and making criminal threats, linked to nine victims. Authorities said the crimes were carried out over nearly three years beginning around May 2007.

San Diego Superior Court Judge Charles Gill sentenced Hass to the maximum term available and ordered him to register as a sex offender for life, noting that Hass remains a danger to the public.

Defense lawyer Gregory Turner objected to the sex registration, stating that Hass never touched any of the victims. The attorney also said any risk Hass may pose would be lessened by ongoing therapy.

“I’m not prepared to take that risk,” the judge responded.

According to testimony from previous hearings, Hass contacted the victims either by phone or mail, identified himself as a “dangerous sicko” and ordered them to say or do things such as wear open-toed shoes or hoop earrings while on-air. He threatened to rape or strangle them with pantyhose if they didn’t comply.

Hass was linked to the crimes through DNA evidence obtained from some his letters. Authorities searched his car and found paperwork containing the names and personal information of dozens of women, including seven of the nine women named in this case.

There was no evidence he ever carried out any of the threats, authorities said.

Deputy District Attorney Wendy Patrick argued Friday that Hass deserved the prison sentence and sex-offender registration because of the sophistication of his crimes, the explicit and specific nature of his threats, and the emotional trauma he inflicted on the victims.

She said some of the women — local TV personalities, and at least one teacher and one real estate agent — starting changing their behavior out of fear. Some bought alarm systems or changed their clothes before leaving work. One woman began sleeping with pepper spray next to her bed.

“It was so personal,” Patrick said, adding that Hass apparently knew where they lived, where they worked and what they did for a living.

Hass’ lawyer argued that his client’s life was falling apart at the time he committed his crimes. Turner said Hass had “a breakdown” brought on by his gambling problem, his inability to find work as a substitute teacher and the imminent foreclosure of his home.

He said Hass was deeply remorseful.

“This isn’t who he is,” Turner said in court as Hass began to cry. “He feels terrible for what he’s put these women through and their families.”

I would think having a stalker such as this man, someone you do not know, is very, very frightening. Think how those women felt. Not knowing who it was, where he was, when he would strike. At any given time in any given place he may be there. If he is "crazy" enough to make such threats why woulodn't someone think he's "crazy" enough to carry them out? Thank God for judges like that who will stand up and say we don't need to take that chance! I applaud him for that.

More and more it becomes so very clear how rape is all about control. I lived in Wichita, Kansas when BTK was operating. I remember how frightened people were because no one had a clue as to who he was or where he would strike next. That element of the unknown is indeed very frightening.

Some nut on the telephone or writing a letter is all it take to freeze you in fear?

Yes, I know that a large number of women sadly view themselves as defenseless victims just waiting for some evil male to attack them out of the blue. What a sad and fearful way to go through life.

I had always been surrounded with strong women who any attacker would be lucky to retain his balls and therefore can not understand this constant state of fear some women work themselves into.

One of my folk neighbors had a gentleman come into a travel agency she was working at and seized a cash box and ran out of the door. She ran after him and after tacking him she beat the **** out of him. He was happy to see the police show up.

When I was very small I saw two Dobermans made the error of threatening to attack my small little grandmother and she used a snow shovel to teach them manners.

Yes most men are stronger then most women but that does not mean they need to be defenseless victims or view themselves in that manner.

This happened in Monroe, Louisiana. I used to live in Monroe but am now 35 miles west of there. I cannot imagine the absolute horror this family went through. Violated in such a way with no rhyme or reason to it and no legal recourse. At the time this occurred, there was no law on the books making video voyeurism illegal. That has changed!

Her heart pounds in her chest as memories flood through her veins. She cannot escape the diary of her mind, preserving forever the unspeakable acts of two nineteen year-old men who lifted the smiling, trusting four-year old from her crib in her parent's bedroom on to the wedding-ring quilt covering the bed.

The men disappeared, but the memories of that room do not fade. They stalk her still in unexpected places, at unexpected times, in still unexpected ways.

I am so sorry that happened to you! I can't imagine what it was like for you because you were so much younger than I was and I had some understanding of what was going on, but I do know the pain you have felt and I am so glad that you were able to finally write about it. I know that could not have been easy for you to do. I am in tears. Such an evil thing to happen to an innocent child and now idiots are writing books on how to do it. It has to stop!

That story is strange first of all sick material like that had been floating around the net for a decade or so and is nothing new.

Second why and how would someone author this and then hand it out in hard copies in one small area of the country?

This story have hoax of some kind in large letters but it might result in better local TV ratings.

I avoided posting on Arella Mae's subject until now. There is more to rape than the rape.

The rape itself was not the end of it.

A man's large penis does a lot of internal damage to a four year old girl. When I started menstruation at age 13, I had severe pain from the damage to my internal organs. At age 16, doctors recommended that my uterus be removed to reduce the pain. They also didn't think I could ever become pregnant, and if I could, the baby would probably die in my womb. I refused because I wanted to try to have children. I nearly died during the birth of my first baby. Doctors said I shouldn't have another because it was too risky. I tried and got pregnant again. I was in and out of the hospital for the last four months of my pregnancy to save that baby.

I'm telling you this because the rape of a child does not end with the rape itself.
