A 72 year old Houston woman has all kinds of health problems, and the city cut off her water nearly a year ago.
She says she stopped paying because she got a huge bill that she doesn't owe.
We use water for almost everything....bathing, washing clothes and dishes, flushing the toilet, brushing your teeth and obviously drinking.
Well with dry taps for almost a year now, this elderly woman has been forced to buy a ton of water....and collect as much rain water as she can.
"I am happy for it to rain, it doesn't even rain too much for me as long as it doesn't flood," said Houston resident Annie Williams.
The more it rains, the more water 72-year old Annie Williams can collect.
"It has to rain real hard for it to fill up," said Annie.
She has barrels and buckets placed around the perimeter of her house so she can catch every last drop.
"The first 3 or 4 months it just rained almost ever week. all that rain, I said thank God, I didn't have to worry about flushing the toilets for a long time," said Annie.
The city of Houston cut off the water at her northwest Houston home last September.
"It's actually a dispute that dates back to 2008 when she received a bill that was well over her normal $100 balance.
"They sent me out a $970 water bill and I called them back and said well this is not my right water bill. Then they sent another bill for $600 something, all together it came to $1543 and I still told them I'm not paying this," said Annie.
She says, back then the city said she had a leak at her home, so she hired a plumber to fix the problem, only to find out in a letter from the city, the real problem was on their end....a "malfunctioning encoder receiver transmitter" which caused the high meter readings. But last year, she received more high water bills.
"Then they sent a letter here asking me to sign, in a sense singing that I owed the money, I'm not no fool, I refuse to sign the letter," said Annie.
On a fixed income and a firm belief she didn't owe the $1500...she was unable to negotiate a bill correction and her taps went dry.
"After 9 months I still come and go to turn that on," said Annie.
Jugs, containers, pitchers and bottles of water are scattered throughout her house.
"That's how we wash our hands, I keep something sitting beside in the bathroom and in here. We use this mostly for cooking, his coffee and my tea. If it doesn't rain in that barrel enough to flush, I have to buy the water," said Annie.
Even though the amount she has spent on buying water probably adds up to more than what the city says she owes...she doesn't care.
"I might be paying thousands more, but it's the principle, I'm not giving the city anything, they're already overcharging us," said Annie.
I reached out to the city of Houston, and their Public Works Department says they are looking forward to talking more with Ms. Williams and hopes to get the situation figured out soon.

A Halifax tattoo parlour has been ordered in small claims court to pay a woman nearly $9,000 after an artist misspelled her tattoo.
Marie Huckle went to Newcombe's Ink in 2010 for an Old English-style tattoo on the side of her stomach in memory of a friend who died.
But Huckle claims she didn't realize until returning home that the phrase said, "See You at the Cossroads," rather than "See You at the Crossroads," according to the decision released Tuesday.
Court documents said the shop's co-owner, Adam Spencer, offered to fix the tattoo and refunded the cost of the work.
However, Huckle later decided to have it removed entirely.
Spencer has paid for the eight laser tattoo removal sessions she's received so far and the technician estimates she needs another 15 sessions to completely remove the phrase.
"I accept that when working on a living canvas, such as someone's skin, the results may not be exactly as hoped for. However, a spelling mistake is clearly a breach of that duty of care," Eric Slone, the Dartmouth, N.S., adjudicator, wrote.
The shop was ordered to pay $8,991.94 for the remaining laser removal sessions, aftercare supplies, travel expenses to and from the clinic, general damages and court filing fees.
