True. If a system allows people to carry their weapons openly without being hassled, that system can forbid carrying them concealed.
But if the system says that open carry is forbidden and only concealed carry is allowed, then it has to make concealed carry available to the general populace.
States have to allow people to carry somehow. They can choose the how, but they have to allow it to happen in some form.
They could even mandate open carry with long guns instead of handguns, so long as they let people walk around in public with an AR-15 slung over their shoulder.
