That's not going to solve the problem of destroying property to stimulate economic activity.
Something needs to happen where if property does get destroyed, it doesn't have the intended effect.
If you want to stimulate economic activity, the proper way to do it is to discuss it, not provoke acts of destruction of old property.
It is an authoritarian attack to go ahead and demolish whatever you want in order to stimulate rebuilding/construction. It's the economic equivalent of raping someone rather than asking for consent.
Justifying it by reference to police brutality is like coming home work and saying your boss was really hard on you and then losing your temper and raping your roommate.
People have a right demonstrate peacefully, not destroy property. Something should be done to prevent them from achieving their goal of forcing economic investment in the rebuilding, e.g. BY NOT REBUILDING.
