That ain't what the report - or the MSN article about the report - says at all. The short version is that the questions of what was there when and where and what happened to it remain unresolved.
Notable is the observation which closes the article:

Well considering that its not on the news anymore in Australia, it doesn't seem like such a big deal now. Does Canada have both PM and President?

Given that Saddam Hussein was a sworn enemy of Syria's alAssad (Syria backed Iran in the Iran-Iraq war) and that Syrian troops were part of the US-led coalition during Gulf War I, it really doesn't seem likely that the Iraqis would have entrusted their WMDs to the Syrians. That's a red herring, a pretext for possibly attacking Syria next (where, again, no weapons will be found).
