Yes, and yes, it has nothing to do with terror, and a lot to do with how police forces the world over are constructed (structured, hired, trained, etc.) to enforce order with no questions asked, including when this order is unjust.
If there exist a racial injustice in a given country (and these things happen in every country - racism is a universal human trait), then you can bet that the police of this country, as structured, is part of the problem. By design it will not only tend to ignore the problem. In many instances the police will be called upon to actively
maintain mechanisms of racial injustice. It will be used to "put them back in their place", "to send them a message". Even if no order is made, even if it's unconscious, their job is to maintain the status quo and they will do so.
As the situation festers for some times, as in France or in the US right now, hatred grows on both sides. Police tend to mistrust Arabs and Blacks as a matter of course; Arabs and Blacks tend to resent the police as a matter of survival. Bad things happen when they meet sometimes. It's part of a system, even if some individual cops are more sadistics than others.
