I suppose you're referring to the crime bill? It was designed to
protect communities from what was seen as a huge increase in violence and black-on-black crime in the early stages of the crack epidemic. It's destructive effects took time to become apparent and it's not the first time well-meaning legislation had destructive but unintended consequences. Blaming it all on Biden is simplistic. I've said repeatedly that not studiously examining the effects of legislation and correcting problems as they come to light is one of the most serious shortcomings in our system. But with the "three strikes and you're out, lock 'em up forever" mentality that was in control for two decades it's doubtful that the damage being done to minority families and communities would have been recognized. It took sociologists years to see what was really going on.

No one has been "cheated". Bloomberg had every right to spend his money on his campaign. And if he hadn't been seen on the debate stage he might still be in the race. If you don't want to vote for the only candidate who appears to have a chance of defeating Trump, that's your choice.
