we can burn this nice pile of wood o'er here that's leftover from the bar . and then throw some chairs in. and maybe ellpus if he doesn't smegging bugger off (i learned both of those terms on a2k!)...

Ah, ehBeth! French Onion Soup! Just the thing. I love it, too. I'll ask Sophie if she can put extra cheese on ours.

The television over there is showing continuous hurricane coverage. We're all a little nervous, some of us more than others. But good company and a full stomach always help at times like these.

<exits through side door into an alleyway.....strange, bedraggled yet mystical looking female with a beard observed, slumped over empty beer crates.....a line of knotted bedsheets run up the wall and disappear through an upstairs bedroom window...............he quickens his pace and disappears round the nearest corner>

No, gus doesn't follow her in. Gus is on the way to meet cicerone imposter. The two of them are planning a trip to the Corn Palace in Mitchell, South Dakota.

It will be the highlight of CI's extensive traveling career.

APPLICATION STREAMLINING

Application processing timelines for major and minor projects vary. Assuming a complete application, a minor application takes approximately 33 days from filing to public hearing with the Administrative Hearing Officer. During this period, staff: Meets with the applicant; visits the site; consults with Division Management on issues; negotiates needed changes to the project; prepares the published public notice; prepares the mailed public notice; posts the site; prepares the staff report; and, presents the item at the public hearing.

A major planning application takes approximately 45 days from filing to public hearing with the Planning Commission. The longer timeline relates to the need to prepare the Initial Study and (Mitigated) Negative Declaration, and the 20 day public notice/review required by the Negative Declaration.

PUBLIC NOTIFICATION

Chapter 19.98.040 establishes notification requirements for the various applications processed by the City. All public hearing applications require a notice published at least once in a newspaper of general circulation in the City and by posting of the notice at a conspicuous location on each frontage of the property subject to the application. In addition, minor applications require mailed notification of adjacent property owners while major applications require such notice to owners within three hundred feet of the property under consideration.

The differing mailed notification requirements between minor and major applications are an important consideration as staff has found that mailed notice is a desirable form of notification in announcing pending action within the local community. Shifting applications from major to minor will reduce local community notification potentially resulting in reduced community participation. The actual impact to neighborhood participation will vary from application to application. A highly controversial application, whether major or minor, will likely receive similar local review once the "word gets out".

CATEGORICAL EXEMPTION CLASS 32 REQUIREMENTS

Class 32 exemption is intended for in-fill development and requires that the following standards be met:

The project is consistent with the applicable general plan and all applicable general plan policies as well as with applicable zoning designation and regulations.
The proposed development occurs within city limits on a specific site of no more than five acres substantially surrounded by urban uses.
The project site has no value as habitat for endangered, rare or threatened species.
Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.
The site can be adequately served by all required utilities and public services.
With the exception of the "Corn Palace" property, all remaining vacant property within the City would potentially meet the standards required for application of a Class 32 exemption. In addition, most redevelopment sites within the City would likely come-in under five acres and, likewise, could utilize a Class 32 exemption.
