I too am having trouble with that explanation especially when used to chastise and hit over the head by implying insensitivity toward a family member who has lost a loved one.
I researched many articles including Camp Pendleton/Marine Corps news with no mention of the jacket as a gift from "Camp Pendleton wife support group." I have no choice but to accept your claim as false unless you prove otherwise
