Yes I voted for him.

Whether or not I would vote for him today depends on the circumstances. If I went back in time and the exact same election happened, I would vote for him again.

If, in this hypothetical situation, he ran for a third election I would probably vote third party.

I also looked him up,and thought it kind of interesting about his current position.

BTW,there are no barges going up or down the river at the moment.
I live on the Ohio river,and barges are stacking up,because there is no place to send them.
There are sunken barges and tow boats in the NO area,and the Coast Guard has closed the river on that end.

For a period of up to 72 hours, Federal funding is available at 100 percent of the total eligible costs for emergency protective measures, including direct Federal assistance. The period of up to 72 hours at 100 percent excludes debris removal.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures in St. Mary, St. Tammany and Ouachita Parishes.

Representing the Federal Emergency Management Agency (FEMA), Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William Lokey as the Federal Coordinating Officer for Federal recovery operations in the affected area.

The Agency said that damage surveys are continuing in other areas and more counties and additional forms of assistance may be designated after the assessments are fully completed in the affected areas.

The Agency said that those who sustained losses in the counties designated for aid to affected individuals and business owners can begin applying for assistance tomorrow by registering online at http://www.fema.gov or by calling 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate 24 hours a day, seven days a week until further notice.

Blanco got more than she asked for. She did not ask for what the situation demanded. She insisted on holding the reins. She did not activate the Louisiana National Guard until the city had descended into anarchy. She did not accede to Federal control of the relief and recovery effort. She did not invoke a Multi-State Mutual Aid request, a prerequisite for direct Federal manpower and material assistance, until Wednesday. She did not see to providing adequate food, shelter, sanitary facilities, and security for those of her constuents trapped due to her inaction in New Orleans. She did not do what the situation demanded.

Blanco did not destroy New Orleans; the effects of Hurricane Katrina did. Captain Edward John-Smith did not sink RMS Titanic, the effects of coliding with the iceberg did. Neither Blanco nor John-Smith conducted their official duties in prudent, responsible manner. John-Smith did not kill the victims of the Titanic sinking; the effects of the ship's sinking killed them. Blanco did not kill the needless New Orleans victims of Katrina, the effects of her ineptitude, arrogance, and incompetence did. Had John-Smith not pushed at speed through an iceberg field at night, in the interest of making good the ship's schedule, the entire chain of events that culminated with the Titanic's sinking would not have happened. Had Blanco not insisted on retaining control and authority during the days immediately following Katrina, the entire chain of events that culminated with New Orleans destruction would not have happened.

Certainly FEMA's response could have been much better. Had Blanco discharged her duties in diligent and prudent manner, perhaps things would have gone differently. We'll never know. We do know Blanco is minding Louisiana's purse, and defending her authority.

Yesterday, Major Garrett reported that Blanco denied the help of the Red Cross to bring food and water to the Superdome. Tonight, Garrett reports that Blanco also denied The Salvation Army.

It's impossible for me, as it is for most Americans, to watch the horror and suffering from Hurricane Katrina and not feel physically sore. And angry.

It should become a watershed in American politics the moment when the poor, the old, the infirm, the kids and the low-wage workers with no cars, TVs or credit cards burst into America's living rooms and onto its doorsteps in all the anguish of their lives.

Katrina will not go away soon, and she has the power to change America.



The Moral of Katrina is not just

- a failure of execution (William Kristol),
- that bad things happen (Laura Bush),
- the indifference of the "President",
- a lack of accountability,
- a failure of federal-state communication,
- corrupt appointments in FEMA,
- the cutting of budgets for fixing levees,
- the inexcusable absence of the National Guard off in Iraq.

It was all of these and more, but they are the effects, not the cause .

The cause was political through and through - a matter of values and principles. The heart of America's true progressive-liberal values is simple and we need to go back to them: Empathy (caring about and for people)
Responsibility (acting responsibly on that empathy).

These values translate into a simple principle: Use the common wealth for the common good to better all our lives.

PROMOTING THE COMMON GOOD IS GOVERNMENT'S CENTRAL ROLE.

The right-wing conservatives now in power have the opposite values and principles. Their main value is Rely On Individual Discipline And Initiative. The central principle: Government has no useful role. The only common good is the sum of individual goods. It's the difference between We're All In This Together and You're On Your Own, Buddy. It's the difference between Every Citizen Is Entitled To Protection and You're Only Entitled To What You Can Afford. It's the difference between connection and separation.

It's this difference in moral and political philosophy that lies behind the tragedy of Katrina.



A Deadly Failure, Humanly Caused.

The lack of empathy and responsibility explains Bush's indifference, the government's delay in response, and, in fact, the failure to plan for the security of the most vulnerable.

Minimising the role of government accounts for the demotion of FEMA from cabinet rank, for Michael Brown's view that FEMA was a federal entitlement program to be cut, for the budget cuts in levee repair, for placing more responsibility on state and local government than they could handle, for the failure to fully employ the military, and for the lax regulation of toxic waste dumps contributing to a "toxic stew."

This was not just incompetence (though there was plenty of it), not just a natural disaster (though nature played its part), not just Bush (though he is accountable). This is a failure of moral and political philosophy -- a deadly failure, humanly caused.



The Truth Needs To Be Told Without Delay!

It's a truth that needs to be told, starting now - over and over. There can be no delay. The Bush administration is busy framing it in its own way: bad things just happen, it's no one's fault; the federal government did the best it could - the problem was at the state and local level; we'll rebuild and everything will be okay; the people being shipped out will have better lives elsewhere, and jobs in Wal-Mart!

Unless the real truth is told starting now, the American people will accept it for lack of an alternative. The Democrat response so far is playing right into Bush's framing. By delaying a response for fear it will be called "partisan," the Democratic leadership is allowing Bush to frame the tragedy. And once it is framed, it's hard to reframe! It is time to start now.

UP! Bush had already been slow to react when the World Trade Centre collapsed. Four years later, he was no quicker to get the measure of Katrina - a cruel lack of leadership at a time when this second major shock for 21st century America is adding to the crisis of confidence for the world's leading power and to international disorder. As happened with 9/11, the country is displaying its vulnerability to the eyes of the world.
