I understand bias opinion pieces, I also understand that you continue to want a rubber stamp for your candidates agendas. You don't want check and balances when you candidate is in office and want everything they want approved. That's what I understand.

So if a President signs an EO/EA, where does the money come from to enact his wishes? It doesn't come from Congress, because they didn't pass any laws.

So how where does the money come from to support a Presidents EO/EA's? The webpage doesn't really say. So if The House controls the purse strings and the President signs an EO/EA, where does the money come from to support the order?

You are beating around the bush CI. Nowhere in that spending does it give a budget to the President to fund EO/EA's. The 28% is the portion of the budget that is discretionary, which is once again handed out by Congress.
