As an analogy, let's say you and I live in NY and I buy a car from you. I move to Nevada. I don't want your car any more, so I sue you for fraud in a Nevada court. Are you "subject to the jurisdiction" of Nevada? You're an American. So am I. Nevada is part of America.....
There is no absolute, god-given, answer to that question. "Jurisdiction" will be what we end up defining it to be, under the circumstances.
