Pretty clear that when someone says "The Russians" do this, or say that, that they are referring to the present administration in power there. There has been no evidence linking the Russian government to behavior that damaged Hillary Clinton's presidential campaign.

It's easy to throw out accusations against 'the Russians.' Look at 'the boogeyman', not wtf Hillary and the DNC actually wrote in their emails about how to elevate Trump as a pied piper candidate who she might still be too unpopular to beat.
