And I think more reservoirs are needed. Oh, and I happen to agree with some on the matter of desalinization planning, expensive as it is to set up. And, unbelievably to me, many residential areas need much saner planting choices. (I designed drought resistant gardens far back as the early 1980's. Part of CA's problem, at least in LA, was all the influx of folks from, say, Iowa, back in the 1880's being used to green.. I'll jump off my soap box now.

El Nino may give CA some water, this year. But what about the next? We went through a profound drought not many years ago and now we are getting mucho rain. There is no predicting it.
