He did not mean that the attacks of 9/11 were an entire war,
but rather that thay BEGAN a war (like Pearl Harbor).
Since then, we won the war by overthrowing the Taliban
and by killing Laden. Arguably, the war remains in progress.
We have won most of its battles.

When Bush said "it is a war", he referred to the fact that Mr. bin Laden had launched a terrorist war against United Stated, no more being a terrorist action. At that moment, US lost the war.

And then America launched anti-terrorism war!

I don't think I've misunderstood the concept.

Terrorist war and anti-terrorism war can be considered the two sides of a coin.

You can have your opinion, and I mine. Period.
