Roman Catholic Bishop. Though not Colognian by birth, he became very popular in Cologne. Just after the war in the extraordinarily hard and cold winter of 1946 he declared in his New Year's speech that to take coals from the trains or even to steal fuel and food if you could not survive otherwise was not a mortal sin. At once a new word was coined: to "organize" food and coals in postwar Cologne was then called "fringsen".
