Story from modern (who can ya trust) Russia, related in the New Yorker a few years past...
Bus transport in Moscow provides for a reduced fee for citizens over 55. But, times being what they are, more than a few folks try to cheat the system, pretending they are older than they really are. As an administrative remedy, the buses will often carry a person whose job is to check identification, and then collect monies inappropriatedly defrauded from the system. Which would work fine, except that many of these 'checkers' aren't really.
*Shudder* That brings back memories.
Reading these words reminds me of a phrase attributed to the Apostle Paul in the New Testament: "All things are lawful but not all things are profitable." That, I think, is a universal truth that could be aptly applied to free speech a la the written word, the spoken word, and the posting of photos.
