"over what many scholars and Chinese complain are" sounds something missing here. Its grammar is not complete.

Context:

The exposure of Mr. Zhang’s faked credentials provoked a fresh round of hand-wringing over what many scholars and Chinese complain are the dishonest practices that permeate society, including students who cheat on college entrance exams, scholars who promote fake or unoriginal research, and dairy companies that sell poisoned milk to infants.

The grammar is complete. To "wring hands over" something is to hypocritically or excessively lament, bemoan or express regret about it.

The exposure of Mr. Zhang’s faked credentials provoked a fresh round of hand-wringing over (what many scholars and Chinese complain are) the dishonest practices that permeate society.

You have to be able to recognize when you're being brainwashed. An American company which sold even one pint of "poisoned milk" which ever found its way to an infant's bottle would be shut down that selfsame day and at least one person would go to prison.

There are more usage problems than grammar problems with that one.

Better would be:

You don't sell milk TO infants, you sell it to their parents FOR infants....

This thing was confusing as written since it sounded like Chinese were talking about American society.

Well, remove (what many scholars and Chinese complain are) and it will be crystal clear.

But many scholars are what? Chinese complain is what?
If the complain is dishonest practices, it is understandable; but if many sccholars are dishonest practices, it is not; One ought to say many scholars are dishonest practitioners, not practices.

Your change is nonsense, Gunga. The milk isn't being sold TO infants. Changing to 'for' makes it sound as if this was a planned, ongoing enterprise.

Everyone knows that "dairy companies selling tainted milk to infants" means, dairy companies selling tainted milk to parents to feed/give to their infants.

Is " what are" the main part? And the "what" is what "certain people say"?
