True, you can't put someone on ignore and then vote down his or her posts (it's possible but a hassle -- you'd have to select "view" for each post and then vote it down).

You can more generally ignore (as in, scroll past, don't respond to) annoying people and vote down any post that's particularly bad. When a post has more than five downvotes, it disappears for most (depending on what your settings are).

Ivoted Abey down and he disappeared . That works for me. I never realized that the thumb had a purpose other than collecting bonus points

There's that too. If you don't want to put a specific person on ignore, just downvote the obnoxious post so it disappears for you rather than responding.

If enough people do it, it's like the post was never there (again depending on your settings).

But even if just you do it, it's gone for you.

There's a "contact us" button at the bottom of every page. Abusive PMs can be copied/pasted into a log and sent to the mods. PMs are a privilege that can be revoked. Unfortunately, that means you actually have to open the PM to see if it's abusive.
