In the case of killers and molesters of young boys shame in not required. The activities are illegal and severly punished by the law.
I'm talking about sexual activity that is not illegal and not limited to a few criminals.

You can't say shame does not work on the basis of those examples.

Our society is an artefact. Religion has been, still is, an important factor, I would say the key factor, in that creation.
