Like the birthday problem, it only takes about 265 people with the same name to have a 70% chance that one pair shares the same birth date, day and year, if you assume 80 year life span. In a country of 315 million people, if we assume 265 million people share a name with 265 other people then there is a 70% chance that there are one million instances where people share names and birth dates.
It only takes 48 people with the same name and birth date to have a 70% chance that one pair will share the last 4 digits of their SS numbers.
A little intuition would tell you that would mean there are tens of thousands that share name, birth date and last 4 digits of their SS number.
