The fact that they are out on bail tells you that the incident was not near as serious as the public was led to believe. If there were explosives, they would have had to be disabled and taken to a safe place to be detonated. If they had found explosives it is likely they would not be on bail, but they would be waterboarded if not there in some third world country. They would be desperate to find the bombmaker and the higher ups.

So far all we know is they had a van full of barrels all empty except one which was full of petrol.
