This case is unusual because the alleged rapist is female. Females can, and do, sometimes commit sexual assaults--and those assaults by females often involve children.

The teen was babysitting five children at a home on Skinner Lane, Felton, when she allegedly followed the boy into a bathroom, said Cpl. Bruce Harris of the Delaware State Police.

There, he said, she “conducted inappropriate actions.”

The boy later told his mother, who contacted police.

Police arrested Cassandra Epperson and charged her with first-degree rape, unlawful sexual contact and endangering the welfare of a child.

She was committed to Delores J. Baylor Women’s Correctional Institution in default of $2,000 secured bond.

While I have no fear about being raped, your information does bring out an awareness that is good to have as I get ready to move into my dorm next week. I think, sometimes, we get too relaxed in our thinking that it will never happen to us, which brings about a lack of precautionary measures that should always be taken -- no matter what.

We do, at my campus, have students that are employed by the campus to help prevent crime. They are trained in self-defense and carry radios so they can communicate directly with the campus police. These guys will also come and pick you up at the library, laboratory, bars (close to campus bars), or at your dorm, and they offer a sort of escort service to make sure you are safe in your travels. They only operate during certain hours, but it is better than nothing. Still, most rapes happen inside the dorms.

Kudos firefly...and I noticed our local campus has emergency phones spread out everywhere on free standing poles...a great innovation.

My campus has those, also. At night, they light up a pretty bright blue so you can locate them easily. I agree with you, a GREAT innovation!

The Departmen of Justice, eh? Hmm, can't ignore them figures! I am so glad that you have those safeguards at your campus, Brooke. It's nice to know the college is actually trying to do something to keep the students safe.

I am praying the public finally gets educated about rape. Such sad stories and there has to be some way to bring these rape figures down. I guess public awareness is the best way. It makes me sick whenever I hear of anyone raping a child. I get sick at any rape but raping a child is, there is no word for it.

Firefly, I am really learning a lot by the things you post and the research I have been doing. This is a major, major problem worldwide!

When you are the 7th of 13 children born to an uncaring and domineering mother, who is a prostitute, in a country saturated with violence and crime, your problems begin as soon as you come out of the womb--or possibly while you are still in the womb (particularly if his mother used alcohol). This man's problems started before he was raped, the rape was just another abuse in a chain of abuse and neglect that started at birth. This man never had a chance to develop any normal feelings, like the ability to love or trust, or to develop anything remotely approximating a conscience, or to even have any normal socialization experiences, all he seems to have learned were basic survival skills which didn't protect him from being victimized--repeatedly. His only sense of power and control as an adult came from killing people--innocent little girls--and he was excited by his own power to cause death. It is horrifying, and mind boggling, that he killed so many children.

He was one sick dude. That's probably why they kept him in solitary confinement for 20 years, they didn't know what else to do with him. From what I read on other Web sites, when they dumped him Colombia he was considered legally insane, so they put him in a psychiatric hospital for a few years. What happened to him next seems rather murky, and I read conflicting reports. I find it hard to believe that they considered him "cured" and just released him from the hospital--that would never happen with a mass murderer. Truthfully, I think someone just killed him. They might have released him from the hospital and then had someone kill him. I really don't think he is alive somewhere. Everyone wanted the man dead. He had no capacity to function in society. I think they made sure he was dead.


One thing makes me believe he's dead. If he was alive, he'd still be doing what he was doing. I will never understand how any person can get to be so evil. I can find no other word that describes it. Just evil.

That campus escort service sounds like a very good idea, even if their functioning is limited.

Thanks for posting that video, it was very informative. It is interesting to know that the Dept of Justice statistics may underestimate the problem of college rapes. But statistics really aren't as important as the understanding gained from just listening to rape victims, like the young woman on that video. That's how we learn how to address the flaws in the system.

There are things that my campus does to try and protect the students, yes. However, they are far from perfect. Though, I do hope they learned somewhat of a lesson after being sued a couple years ago by a student that was raped. Here is a little about it.

How horrible! I know money doesn't make up for what happened to her. She was literally "raped" again by the system. But I hope it hurt their pocketbooks enough that they will really do something about it. So many rapes could be stopped if the reports were fully investigated and not just glanced over. Please be careful, Brooke. I'll be praying for your safety.

That is supposed to be funny I am sure, but I was reading a rape feminist site where they were claiming that half of women are sexually abused during their lifetime, but that if one added emotional abuse the number is MUCH higher. Basically the rape feminist position is that almost all women are abused, and it is all the fault of men. Lucky there are a growing number of conservative women who have had enough, their response is that it is time for women to put on their big girl panties. I could not agree more.
