From this small nation's perspective, the greater "scandal" was that the games's ruling body changed the qualification rules (by introducing "seeding") just three weeks before the draw was made to avoid the possibility of France or Russia or even Germany (at that point, their' automatic qualification was not assured) being knocked out by one another. So, depressing as it is, I'd agree with spendi's summation having regard to economic imperatives .
Having said that, the fatalist in me is reminded of the joke about a boxer who was getting seven lumps of shite beaten out of him in a contest. With one round to go, he asked his corner how he was doing. "Let me put it this way," his second replied. "You'll have to knock him out to draw."
