No, in Ausria you may drink any alcohol above 16.

How about France ?

No alcohol to be sold on youth below 16 (Article L.80, Loi n° 91-32)

I see.
I 'd heard that French children
have full access to wine at all ages.
Maybe that 's not true.

The French drink a bottle of wine for lunch and think this is perfectly
normal.

In Germany, (well certain parts of Germany) beer is considered
a basic food ingredient, and kids are allowed to nip on it occasionally.

I remember first trying beer at the age of 3.
I did not like it.
I have never been a beer person;
maybe red wine or cognac sometimes.

Why is this so hard for Americans?

Well said;
so stipulated.

The "loi n° 91-32" was to the above (no alcoholic drinks to be sold to under 16, and they are not allowed to drink alcohol in public) in 1991.

But even before it was not allowed - officially, at least.
