Well if you want to use the Department of Education's own standard for qualified teachers, all 50 states flunk now. So how could they have been worse 50 years ago if they all flunk now. Looks like all the federal aid is helping, ha ha ha. I will have more to add to this debate in time, but I thought the above was pertinent news.
