Maybe when the Neocons presented the idea to him after all his failures, he went for it. Drooling or lusting after it, do not project the image I have of him. I think he went for it when they offered it to him with Cheney's help. I also believe he wanted to wipe out what he thought were his father's failure with the right wing base. And he has always decided or shall we say RULED from this base.
