The gas would have been 100% Russian, but the ownership of the pipeline (and thus paying the construction) isn't:
The majority shareholder of Nord Stream AG is Gazprom international projects LLC with 51 per cent. Wintershall Dea AG, PEG Infrastruktur AG (both from Germany and each with 15.5 per cent), N.V. Nederlandse Gasunie (Netherlands, nine per cent) and ENGIE (France, nine per cent) are also involved.

I would assume that Russia monitors the Baltic pretty carefully. If NATO carried out this act of sabotage I'm surprised Putin hasn't released some sort of evidence proving it.

THIS is really what you want to say about this?
We see Biden saying he’d end the pipeline if Russia invaded.
Russia invaded.
The pipeline is sabotaged.
The US has critically helpful gains due to the sabotage.
Russia suffers a loss due to the sabotage.

But, Builder…
