@terrykite,
I believe part of the misconception that there aren't enough Indian scientists and engineers in India is caused by how many brilliant Indian and other Asian people come to the US.

Benefits we in the US and also truly helps hold Indian development back.

Another thing to consider is: how does what will be soon if not already is: the most populous nation in the world with a poverty rate of 60 - 70% of the population, make the economy needed to sell high dollar/high tech products?

How do people sleeping in the streets regard an Indian moon-shot?

Probably about the same as I do about the 6 Trillion + we needlessly spent during the recent outbreak of insanity in the US, while my neighborhood roads are unpaved dirt or mud, depending on the weather.

But I do in fact think about that guy in the street as I wash the dust and mud off my BMW. Mine are all first world problems.

Probably the same way American homeless regarded the moon landings.

The artificial glacier growing in the desert

In 2014 a local mechanical engineer, Sonam Wangchuk, set out to solve the water crisis of the Ladakh region in northern India.

The natural glaciers are shrinking due to rising global temperatures. For that reason, they provide far less water in early spring but then release a lot in the summer heat, shrinking even more.

Wangchuk had a simple idea: he wanted to balance this natural deficit by collecting water from melting snow and ice in the cold months, which would normally go to waste, and store it until spring, just when farmers need it the most.

“I once saw ice under a bridge in May and understood that it’s the sun that makes the ice melt, not ambient temperature,” he told CNN.

“I realized that ice can last a long time, even at low altitudes.”

The ice stupa is created using no power or pumps, only physics: “the ingredients are a downstream, an upstream and a gradient,” says Wangchuk.
