I've hung out with this guy 3 times in the past month, and they were all amazing. On the second date, he told me that his last relationship was 6 years and that he was engaged, so he is new to dating again (which is understandable). On the second date, I thought he was going to kiss me in the end, but he never did. So, on the third date, I thought he was definitely going to do it, but unfortunately, he didn't. At this point, I don't really know if he is interested in me because it's just a kiss. I'm thinking he may be nervius, and that I should just initiate the kiss the next time we hang out.

In my opinion he is either nervous or not motivated enough. Maybe you give some question to test which he is.
