Two possible reasons Barr is pushing an absolute falsehood here - There are NO special restrictions on church gatherings. All such social distancing restrictions apply to all non-essential gatherings.
First possibility: he is just pushing a common conservative movement trope that Christians are uniquely under attack and victimized by secular forces (which he clearly believes is so given his recorded speeches)
Second possibility: he is a theocrat who believes that religious ideas and values (
of his faith) are properly understood as superior to citizens' and citizen governments' ideas and values if they differ (also demonstrated by those same speeches)
Though it clarifies to distinguish these two, Barr actually is guilty of both the above.
