No, but Putin is going to watch sanctions put against him by the EU and the US which will drive his country into Depression and cut the value of the Ruble by over 50%. All because of those Ukrainian territorial rights that Putin decided to disregard in 2014. Observe what happened in 2014:

Where is the treaty physically? No idea. What I do know is that everyone in the government of Russia, Ukraine and the USSR sure seemed to be convinced it existed somewhere, or else you would not see maps put out by Russia after 2006 showing the Ukraine, (including Crimea), in white but Russia in purple, denoting they were different countries.
