One of the things about mining environmental cleanup is kinda like Trump's blowing off our industrial feet with his dumass import duties.

The way the original cleanup requirements ere written, it prmitted the expensing of handling ore containing leachate and gangue rock as ORE itself. Thus , the mines were getting a less burdensome tax basis and developing new cleanup technologies (That is, until it was killed by Cheney teams who sent it back a few decades and killed the expensing of restoration).
Obama did NOTHING using hi pulpit to restore the agencies oversight and the tax bennies to mine lesser grade ores because they would be covered under a cleanup rule.

My impression is that abandoned mines of all types have been largely ignored for decades ( at least compared to other soil I groundwater contamination problems) in the superfund process. That may be a result of their usually remote locations and the resultant lack of public and political pressure to clean them up. That appears to be changing now.

My company is now involved in the cleanup of a number of mines in California, Arizona and New Mexico Particularly interesting is the long abandoned Argonaut gold Mine east of Sacramento ( expanding suburbs are creeping up the foothills to within a few hundred yards down hill). It has all the usual GW, soil & tailings issues, plus a century old concrete dam of highly uncertain integrity and a separate tailings dam that is ready to fail. The Kerr McGee settlement has put almost a billion in EPA hands for cleanup of the (mostly Navaho) Ur mines. However so far the process appears to be a highly politicized process between the Feds and the Navaho Nation. Apart from that the EPA folks I have encountered in this activity have been a cut above their average.

EPA spokesman Jahan Wilcox defended the arrangement in an email on Friday.

“As EPA career ethics officials stated in a memo, Administrator Pruitt’s housing arrangement for both himself and family was not a gift and the lease was consistent with federal ethics regulations,” he said.

If they were among the megarich he hobnobbed with, he had no problem leeting them in. A quarter million entrance fee goes a long way even for the notoriously greedyTrump.. Of course he wouldn't rent apartments in the building he owned to middle class black people.
