Nonsense. It's simply a meaningful observation that most people recognize when hearing it, though interpretations differ. I don't know who first said it or what context he or she had in mind in doing so , and frankly don't care very much either way.
I agreee that one can see many things in or behind it, depending on point of view and preconceptions. Yours are duly noted, but I don't accept them.
With respect to Trump, I agree there is a lot of readily detectable uncertainty about his future behavior in office. A large fraction of that is simply a result of his lack of a government service track record and all that implies.
The fact is that initial expectations for Obama were much higher than what we eventually saw. Other presidents have surprised as well. Harry Truman's place in our History is vastly better than the contemporaneous judgments of him. Expectations for Jimmy Carter were very high but the results disappointing. Reagan ended up confounding all his critics (except perhaps you) for his wisdom and achievments in office.
I am encouraged by Trump's perseverance through a difficut campaign that proved him right on a number of important points. His appointments to date encourage me further (however unsettling they may be to you). I believe he has the disposition to shake up an overgrown Federal bureaucracy that badly needs a large dose of that remedy; a clear view of the priority issues before the country; and a perhaps surprising ability to reach out and get the alignment of people towards achieving his goals.
We shall see....
