I don't think Trump realises it's called the Paris accord because it was signed in Paris. I honestly think he believes it's Parisians telling the rest of us what to do. His rhetoric, and that of the muppets who voted for him, says as much.

The program fell out of favor in the latter years of President Barack Obama's administration. Trump's executive orders instruct ICE to expand the program and allows CBP, which did not previously participate, to launch its own version - in hopes of creating a "force multiplier."

"This is an administration that very much is interested in setting up that mass deportation infrastructure and creating the levers of a police state," said Marielena Hincapié, executive director of the National Immigration Law Center. "In these documents, you have more proof and evidence that they're planning to carry it out."
