Thge evidence very strongly insicates that is indeed the case here. However, only a few FBI officials were likely involved in writing the report. There were many very odd elements in the investigation, prominently including giving immunity to two of Clintons key aides, both of whom were likely involved in the actions under iunvestigation and allowing one, Cheryl Mills, attorney status in Clinton's interview, and finally the stunning fact that the case was not forwarded to any Federal Attorney for a decision as to whether indictment or prosecution was warranted -- all of that was done inder the direction of or by the FBI director.
