Ideally yes. But it won't protect against a sockpuppet account unless you can figure out what the sockpuppet account is.
My understanding is that the original reason why voting was developed for internet messageboards is because lots of people were posting "me too" messages to indicate agreement with someone, and threads were getting flooded with an endless sea of "me too" posts.
If there is an option for these new member groups where, instead of a grand tally of votes, there was just a list of the names of the people who agreed with that post, that would fit the spirit of the original idea of letting people express their agreement with a post. And it would undercut sockpuppet abuse. If a post had a list of names that no one had ever heard of, it would be clear that none of the supposed agreement was coming from established posters.
